Managing Drafts

By clicking on User Control Panel,
and then clicking on Manage Drafts
(found under Overview, which, itself, is under Options - both of them appearing on left of screen),
I obtain a screen which states:

"User Control Panel"
"Here you can view, edit, and delete saved drafts"
"No drafts saved"

Question: How do I create and save a draft,
so that it will appear on the screen I have described above
(viz., the screen obtained by clicking on "User Control Panel"
and then clicking on "Manage Drafts")?
